  中华和平革命党关于提议中华民族解放革命根据地中央成立 524 事变调查组的公开函   中华民族解放革命根据地中央 启            一、   2023 年 5 月 24 日（中華民國，南京時間，民國 112 年 5 月 24 日），我中华民国迁台时期特别政府官僚们在台湾省台北市（以下简称“台北”）以所谓 “ 行政院秘書長函 ” 名义发布所谓的 “524 通知 ” ，即所谓的 “ 院臺法長字第 1121023848 號 ” 通知，其中第四条为： “ 四、兩岸條例自 81 年公布施行迄今已逾 30 年，兩岸互不隸屬為兩岸現況和既存事實，中國大陸人民與中華民國國民亦明顯有別。依憲法第 3 條規定，具有中華民國國籍者為中華民國國民。 89 年「國籍法」修法已將定義國籍之用詞由「中國人」修正為「中華民國國民」。次查「入出國及移民法」第 3 條第 1 款規定，中華民國國民係具有中華民國國籍之居住臺灣地區設有戶籍國民或臺灣地區無戶籍國民，已明確律定中華民國國民之範圍。故依我國現有相關法律規定，舉凡應考試服公職及參政、納稅、服兵役、受國民教育、加入全民健康保險等，中國大陸人民不具中華民國國籍、非屬中華民國國民，自不享有或負擔中華民國國民之權利義務。 ”   二、   2023 年 5 月 27 日中华和平革命党（ CPRP ）即发布《 中华和平革命党（ CPRP ）就我中华民国沦陷区国民同胞国籍事宜的声明》，声明中指出： “1 、我中华民国大陆沦陷区国民同胞国籍是中华民国国籍，不容揶揄。 2 、我中华民国大陆沦陷区国民同胞国籍权利来自我中华民国全国国民授权之我中华民国全国政府。中华民国迁台时期政府官僚在无我中华民国全国国民授权之情况下无权取消我中华民国大陆沦陷区国民同胞之任何既有权利。 3 、中华民国迁台时期政府官僚在取消我中华民国大陆沦陷区国民同胞国籍问题上的表态和决定无效。 4 、如中华民国迁台时期政府官僚不履行我中华民国全国政府义务，陷入狭隘的地方本位主义，不顾家国大义，继续损害我中华民国大陆沦陷区国民同胞利益，那么我中华民国大陆沦陷区国民同胞亦有权力依靠我们自己的努力，使用各种方法维护我们中华民国大陆沦陷区国民同胞的利益。 5 、就此损害我中华民国国家尊严、出卖我中华民国大陆沦陷区国民同胞利益一事，永久追责相关决策官僚。
