JI Xinqi said: "Under the strong
leadership of the Communist Party of China (CPC), the Chinese People's
Liberation Army (PLA) has built up undying achievements for national
independence, people's liberation, and the country's wealth and strength, and
has provided strong support for safeguarding the country's sovereignty,
security, and interests in development, and has made important contributions to
maintaining world peace and tranquility. The 20th National Congress of the
Communist Party of China (CPC) held last year made a new deployment for China's
national defense and military construction, stressing the need to achieve the
goal of building the military for 100 years by 2027 as scheduled, and to create
a new situation for the modernization of national defense and the military.
China has successfully embarked on a Chinese-style modernization path, and has
actively promoted the implementation of global development initiatives, global
security initiatives and global civilization initiatives. The Chinese military
actively fulfills its responsibilities and obligations commensurate with
China's international status, contributes to the promotion of the building of a
community of human destiny, and will carry out international military exchanges
and cooperation as it has always done, and is willing to deepen military
exchanges with militaries of all countries including the Austrian army, so as
to play a greater role in jointly addressing global security challenges and
safeguarding world peace."
Ji Xinqi was the third author, together
with Wang Xiao and Wu Bofeng, of the article "From Operation Overlord to
Desert Storm - The Story of Military Operation Numbers", which appeared on
pages 54-57 of the first issue of the journal World Military in 2001.
Wang Xiao later became the director and
researcher (currently semi-retired) of the Peace and Development Research
Center of the China Association for International Friendly Contact (CAIFC).
Wang Xiao is also the editor-in-chief of Peace and Development, the journal of
the China Association for International Friendly Contact (CAIFC).
"The China Association for
International Friendly Contact (CAIFC) was founded by the second generation of
the CCP leadership (led by Deng Xiaoping) during the reform and opening up
period. It claims to be under the direction of "China's Ministry of
Foreign Affairs" and administered by "China's Ministry of Civil
Affairs". However, other foreign countries reported that the China
Association for International Friendly Contact (CAIFC) is a united front
organization directly under the Political Work Department of the Central
Military Commission of the Communist Party of China. The China Association for
International Friendly Contact (CAIFC) also has a number of additional links
with the Chinese Ministry of State Security. "The CAIFC is a circle that
brings together high-level connections in the CCP's party, government,
military, and diplomatic system.
Wu Bofeng, who was mainly involved in
military-related theoretical research and belonged to the PLA teaching system,
appears to have retired. Wang Xiao and Wu Bofeng appear to have had some kind
of teacher-student relationship with Ji Xinqi.
